No business other than that for which the session is called may be conducted ¶610.7.
Bishop Scott Jones will preside at both the clergy and laity sessions.

Changes and updates must be made by your pastor. Pastors must contact their Presiding Elder to make Lay Member changes and updates by March 22, 2024.

Process for the Election of
General Conference Delegates
Called Session of the Annual Conference
April 12-13, 2024
Clergy Session: Friday, April 12, 1:00 p.m. Registration opens, 11:00 a.m.
Laity Session: Saturday, April 13, 10:00 a.m. Registration opens, 8:00 a.m.

We invite all churches and members of the NC PAC to be in prayer and to fast
regularly for the General Conference. We are calling for a conference-wide
day of fasting and prayer on Sunday, April 7.
RULES
Who May Vote
“The voting membership of an annual conference shall be composed of
those elders, deacons, and transitional local pastors under appointment (except as
limited by ¶ 419.2b), and senior clergy who meet the qualifications of ¶ 418, as
well as at least an equal number of lay members elected by each charge or by the
district or annual conference…” (¶ 610.1 TBDD as amended by the TLC 1-15-
2024).
The Conference Rules of the NC PAC adopted October 6, 2023, affirm an
equalization plan under Section III of the Conference Rules and Organization of
the Annual Conference to secure an equal or greater number of lay members to the
number of active clergy members.
To Clarify for Clergy:
The following persons may vote for clergy delegates to the convening General
Conference:
∙Full Members, Elders and Deacons, in active status who are under
appointment ¶¶409.3; 410.3
∙Transitional local pastors under appointment ¶419.2.b
∙Senior clergy whether or not under appointment provided that the
requirements of ¶418 of the TBDD are met.
∙Full Member on voluntary leave of absence may vote for clergy delegates
¶417.2
The following persons are not eligible to vote for clergy delegates to the convening
General Conference:
∙Clergypersons in inactive status including those on involuntary leave of
absence ¶¶409.3; 410.3; 417.5
∙Supply pastors (¶ 412 of the TBDD)
∙Valid Elders and Valid Deacons (¶416.2 of the TBDD) Valid Elders and
Valid Deacons are clergypersons retaining their affiliation with other
denominations while receiving an appointment in the Global Methodist
Church (¶416.1)
∙Candidates for ministry as they remain laity.
To Clarify for Laity:
∙Lay members or, in the absence of the lay member, alternate lay members of
the annual conference who are elected by the local church charge
conference
∙Lay persons elected by the annual conference to serve as the Conference
Secretary, the Conference Chancellor, and those serving as a chairperson,
vice-chairperson, or secretary of a conference team or committee
(Conference Rules, October 6, 2023, Section III.3, Equalization)
Who May Be Nominated; Who May Be Elected
“Clergy delegates shall be members in full connection in good standing of
the Global Methodist Church, or its predecessors, who have served a minimum of
two years preceding their election in the Global Methodist Church or its
predecessor denominations. During the period prior to the convening General
Conference, under the provisions of ¶ 419.2a, transitional local pastors who have
been approved for ordination as elders or deacons shall be members in full
connection and may be clergy delegates provided that they are in good standing
and have served a minimum of two years preceding their election in the Global
Methodist Church or its predecessor denominations.
“Lay delegates shall have been professing members of the Global Methodist
Church, or its predecessor denominations, for at least two years. All local church
professing members who meet the criteria are eligible. It is not necessary nor
required that a professing member be present for or a lay member of the annual
conference session.
Election -- “Both clergy and lay delegates shall be elected by a minimum of
fifty percent of votes cast plus one, with clergy voting for clergy delegates and laity
voting for lay delegates” (¶ 611.6 as amended by the TLC 1-15-2024)
To Clarify for clergy:
The following persons are eligible to be elected as clergy delegates to the
convening General Conference:
∙Elders and Deacons, including senior clergy, regardless of whether they are
under appointment
∙Transitional local pastors who have been approved by the Transitional
Leadership Council for ordination as an elder or deacon, regardless of
whether they are under appointment.
The following persons are not eligible to be elected as clergy delegates to the
convening General Conference:
∙Transitional local pastors licensed under ¶419.2 of the TBDD
∙Valid Elders and Valid Deacons {Valid Elders and Valid Deacons are
clergypersons retaining their affiliation with other denominations while
receiving an appointment in the Global Methodist Church (¶416.1)}
∙Supply Pastors
∙Candidates for ministry are laity and, therefore, not eligible to be elected as
clergy
Information regarding the process
∙The number of Delegates to be elected will be allotted to each conference on
or around March 1, 2024, with a second round of additional delegates on or
around June 1.
∙“Both clergy and lay delegates shall be elected by a minimum of fifty
percent of votes cast plus one, with clergy voting for clergy delegates and
laity voting for lay delegates” (¶ 611.6 as amended by the TLC 1-15-2024)
∙In addition the Transitional Book of Doctrines and Discipline, the process of
nomination, balloting, and election is governed by the NCPAC Rules,
Section V, approved by the Annual Conference, October 6, 2023.
Process of Self-Nomination and Time Frame
∙An electronic process for self-nomination is provided on the NCPAC
website. www.gmcncpac.org
∙Questions for self-nomination will be placed on the website by the
Conference IT Administrator.
∙Information gathered through the self-nomination questionnaire will be
compiled and published to the website.
∙Self-nominations will be closed March 8 at 5:00 pm.
∙Self-Nomination implies consent to publish one’s name and answers to
questions
∙Compilation of list of nominees and their information will be published to
the website no later than March 15 at 5:00 pm.
